Paypal Pro?

I've always wondered why the delay in introducing this across the board. I can't see any major technical issue that makes it unworkable, but I'm not familiar with the API so hard to know. (If anyone here can enlighten me, that'd be great)
The last update I spotted on a specifically Irish pov was on boards some time ago (6 months to a year ago?) where PayPal's official response was that it was still only available in US/UK/Can but that they were looking at offering it in other countries in the future. More recent posts on the paypal developers forum seen to confirm (although the ones I spotted recently weren't from official paypal reps iirc) that it's still not available to anyone outside of those three.
